Position Description:

ThinkTek is seeking a skilled Project Manager to support a pre-award proposal opportunity in Albuquerque, NM.This role will serve as the primary point of contact for program execution, managing day-to-day activities, team performance, and stakeholder communications. The ideal candidate will bring extensive experience in agile software development, program reporting, and stakeholder engagement in federal environments.


Key Responsibilities:

Project Planning & Execution

  • Lead the planning, coordination, and execution of project activities in accordance with contractual requirements.

  • Ensure timely and quality delivery of all deliverables, aligning efforts with project milestones and sprint cycles.

  • Maintain consistent and detailed documentation of completed work, level of effort, and resource usage following each sprint.

Stakeholder Coordination & Reporting

  • Serve as the primary liaison to the Contracting Officer's Representative (COR) and Integrated Project Team (IPT).

  • Collaborate with internal operations, cybersecurity teams, and IT service stakeholders.

  • Participate in bi-weekly IPT meetings and deliver presentations, demonstrations, or status updates as required.

  • Provide clear, concise, and COR-approved reporting on project progress, accomplishments, and development activity.

Team Leadership & Agile Management

  • Direct a cross-functional team with a mix of technical, administrative, and management functions.

  • Promote and support agile methodologies, including sprint planning, daily stand-ups, and retrospectives.

  • Ensure high levels of communication, accountability, and quality across the project team.


Required:

Skills & Competencies:

  • Demonstrated experience managing agile software development teams and delivering high-impact IT solutions.

  • Strong communication, coordination, and leadership skills in cross-functional environments.

  • Ability to manage competing priorities and perform under pressure.

  • Deep understanding of federal IT programs, processes, and reporting requirements.

Clearance:

  • Active Top Secret (TS) clearance required.

Education & Experience:

  • Bachelor's degree in Business Information Systems, Information Technology, or a related discipline.

  • Minimum of 15 years of experience in information systems/technology.

  • At least 5 years of experience managing cross-functional software engineering teams in a federal or defense setting.


Desired:

  • Project Management certification (e.g., PMP).

  • Agile and/or SAFe for Government certification.

  • Experience achieving or maintaining CMMI Level 3 or higher.

  • Familiarity with personnel vetting programs, policies, and processes.

  • Knowledge of tools such as JIRA, Confluence, or agile project tracking systems.

  • Prior experience supporting federal government or national security-related contracts.
